As we all know there is great competition between android and windows operating system but which on is the system to select. Let me answer to you...

Windows 8:New features and functionality in Windows 8 include a faster startup through UEFI integration and the new "Hybrid Boot" mode (which hibernates the Windows kernel on shutdown to speed up the subsequent boot), a new lock screen with a clock and notifications, and the ability for enterprise users to create live USB versions of Windows (known as Windows To Go). Windows 8 also adds native support for USB 3.0 devices, which allow for faster data transfers and improved power management with compatible devices, along with support for near field communication to facilitate sharing and communication between devices. The second feature counts with the windows explorer which is named as "File Explorer" in it.The new function is the "File History" by this files can be restored back from the secondary storage devise.
Task Manager has also been redesigned, including a new processes tab with the option to display fewer or more details of running applications and background processes, a heat map using different colors indicating the level of resource usage, network and disk counters, grouping by process type.

Android 4.1 : Jelly Bean, is the fastest and smoothest version of Android yet. Jelly Bean improves on the simplicity and beauty of Android 4.0.Browser has improved performance, CPU and memory efficiency. With better performance for animations and HTML5 canvases and an updated JavaScript Engine (V8), pages load faster and feel smoother. With Jelly Bean, blind users can use 'Gesture Mode' to reliably navigate the UI using touch and swipe gestures in combination with speech output, which is just fantastic.Wi-Fi protected setup is now supported with WPS push button and PIN support.A new setting lets you stay on mobile data and avoid nearby Wi-Fi networks with poor connections. Jelly Bean makes it easier to personalize your home screen. As you place widgets on the screen, everything else automatically moves to make room. A new 'Reset app preferences' button lets you quickly reset default applications for specific activities, background data restrictions, notifications suppression's, and more.

Review: My view point suggest me to say that a person should go for an android system, because maximum application are specially built for android system which makes it special and and has good speed in operating them then windows. Windows faults are many some are, multimedia files can view detailed information, such as code rate, code Package, app API open too little too little, marketplace by the wall, unable to download the application, cannot use IE9to download the file etc. so this are some difference between the two OS then also it's upon you to select but my suggestion is to go for android.
